Budget 2017

Edited version of my following comments on Budget 2017 have been published in Sakal, Aurangabad & Times of India, Aurangabad on 2 Feb 2017

कंत्राटी शेती, आर्थिक गुन्हेगारांवरील कार्यवाही, वैद्यकीय शिक्षणासाठी नियमन-यंत्रणा आणि निवडणुक सुधारणा या चार बाबींकरिता बजेटमध्ये  नवीन कायद्यांचा उल्लेख आहे. त्याच धर्तीवर राष्ट्रीय जल-चौकट कायदा, आदर्श भूजल कायदा आणि केंद्रिय जल आयोग व केंद्रिय भूजल मंडळाची पुनर्रचना या बाबींचे बजेटमध्ये  निदान सुतोवाच तरी होईल असे वाटले होते. 

रस्ते, रेल्वे इत्यादी पायाभूत सुविधांचे काळानुरूप आधुनिकीकरण करणे जसे आवश्यक आहे तसे सिंचन प्रकल्पांचेही आता आधुनिकीकरण व्हायला हवे. बजेट याबाबतही मौन पाळते.

पाच लाख शेततळ्यांच्या  योजनेचा गांभीर्याने पुनर्विचार होण्याची गरज आहे. इनलेट व आऊटलेट नसलेली शेततळी कोठेही बांधायची आणि ती भूजलाचा उपसा करून भरायची असा घातक प्रकार सध्या महाराष्ट्रात चालू आहे. शेततळी जेवढी मोठी व संख्येने जेवढी  जास्त तेवढे  बाष्पीभवन जास्त आणि म्ह्णून पाण्याची उपलब्धता कमी हा प्रकार“राष्ट्रीय” होऊ नये.

Budget 2017 speaks about new laws on Contract Farming, Economic Offenders, Regulatory Framework for Medical Education & Electoral Bonds. It was expected that govt would also announce similar steps regarding National Water Framework Law, Model Bill on Ground Water & Restructuring of CWC & CGWB which are supposed to be under active consideration. The budget is also silent about the modernization of irrigation projects which is overdue & long awaited. Govt would do well to revisit the whole idea of 5 Lakh farm ponds. Farm ponds without natural inlet & outlet and filled with ground water are creating havoc in Maharashtra. Increased evaporation & hence, effectively reduced availability of water will be the end result of large number of farm ponds.
