IDCs to RBAs

Conversion of Irrigation Development Corporations (IDCs)
into
River Basin Agencies (RBAs)
(Refer: MWRRA Act, 2005)
Who will prepare (ISWP)?
Section 15(3):  The (State Water) Board shall prepare a draft Integrated State Water Plan (ISWP) on the basis of basin and sub-basin wise water plans prepared and submitted by the River Basin Agencies (RBAs)
Where are the RBAs?
  MWRRA Act has taken a short cut.
  As per Section 2(2) (u) existing Irrigation Development Corporations (IDC)    are only the River Basin Agencies (RBAs)
  IDCs cannot be the RBAs in the truest sense of the term
  Conversion of IDCs into RBAs is a must.
  What is the difference between IDCs & RBAs?
Back to basics:
IDCs
RBAs
Mono-disciplinary (only Civil Engineers)
Emphasis on
-  Project-wise development (i.e. only construction),
-  Surface water,
 -  Irrigation & Hydropower
( Water Management with W R D)
Inter-disciplinary ( representation to all categories of water users)
Emphasis on
-  Integrated river basin/ sub basin-wise  development & management
 -  Surface & ground water
 -  Irrigation & Non-Irrigation
 -  Permission to water use & issuance of water entitlements  u/s 14



RBAs – an accepted principle!
  State Water Policy envisages RBAs
  MWRRA Act provides for RBAs
  Mahrashtra Krisna River Basin agency (MKRBA) bill already prepared by   WRD but the same is not being processed
  GR on Restructuring of WRD lay emphasis on RBAs
  SIT (Chitale committee) recommends RBAs
  RBAs & ISWP together form the strategy of Reforms
Process – details!
  RBAs (total 5) to prepare Integrated basin / sub basinwise water plans  including proposed Action Plans
  Complete Stakeholder Consultation;
  Get plan vetted by MWRRA;
  Revise water plan if required;
  Submit plan to WRD
  WRD to submit 5 plans to SWB
  SWB to prepare one ISWP by integrating 5 plans
  SWB to submit draft ISWP to State Water Council for approval
  MWRRA to clear  projects included in ISWP & resolve water conflicts with reference to ISWP
